COMMUNICATIONS technology specialist Avaya is ringing in a new logistics gameplan for its Asian operations from Singapore.

The New Jersey-headquartered company has established its first Asian supply chain management hub in Singapore, to improve its finished goods distribution operations in Asia-Pacific.

The new warehousing facility at the Airport Logistics Park of Singapore (ALPS) will be managed by logistics services giant DB Schenker, a subsidiary of German national railway operator Deutsche Bahn.

Mark Leigh, president of Avaya Asia-Pacific, said yesterday the company’s growing manufacturing activities in the region precipitated its first distribution centre in Asia.

Establishing a logistics operation within Asia means faster delivery and lower freight charges when it comes to distributing Avaya products that are made in Asia-Pacific to other regional destinations, he said.

Specifically, the lead times for delivering goods within most parts of Asia can be slashed from 14 days to two. As well, the associated costs will be lowered by 80 per cent, Mr Leigh said. This is savings on mostly freight costs. And Avaya intends to pass on ‘most of the savings to our customers’.

He added: ‘We want to be more competitive in the market, and the more we move things to Asia and localise them, the better it will be for the customers and that gives us a competitive advantage.’

Mr Leigh said the company expects over 500 tonnes of IT equipment, worth over US$100 million, to pass through the Singapore facilities over the next 12 months.

Avaya manufactures business telephony equipment and specialises in communications and call centre solutions.

The company’s manufacturing facilities in China, Thailand and Indonesia serve its regional markets, which include Australia, China, India, Korea, Japan, and South-east Asia.

Elsewhere, Avaya’s other logistics hubs are located in the US, Germany, The Netherlands, Brazil and Canada.

For its fiscal year 2007, Avaya posted a turnover of US$442 million in Asia-Pacific. The company’s global turnover in the same year was US$5.28 billion.

Mr Leigh said Singapore was chosen over a shortlist of Asian countries, which included Hong Kong and Malaysia, because of the nation’s close proximity to regional customers, good infrastructure and the free trade zone status of the Airport Logistics Park of Singapore. ‘No other location came close,’ he added.

Singapore is also Avaya’s regional headquarters, which has 250 staff.

At yesterday’s announcement, Linda Sein, executive director for infocomms and media of the Economic Development Board (EDB), noted that Singapore is now home to more than two-thirds of the world’s most established third-party logistics players.

Singapore’s strategic location and good business connectivity are reasons why network equipment providers such as Avaya, Cisco Systems and Harris Stratex have set up their headquarters here to manage their regional operations and supply chains, she added.

Growth of environment and water industry lies abroad- Singapore

Two-thirds of 2006 revenue, or $1.5b, come from outside Singapore

THE huge presence of multinational corporations in Singapore has helped to spawn a fast-growing multi-billion dollar environment and water (E&W) industry here that has been spreading its wings overseas.
Homegrown E&W companies such as Hyflux, SembCorp Industries and Keppel Integrated Engineering have left their footprints in many parts of Asia and are moving rapidly into markets in the Middle East.

A survey of the local E&W industry - the first of its kind - released yesterday by the government shows the industry expanding into a $2.3 billion business at a compound annual growth rate (CAGR) of 24 per cent in 2004-06.

‘The E&W industry has supported the key economic engines for Singapore - the electronics, petrochemicals, chemicals and pharmaceuticals industries,’ said Michelle Tan, head of the environmental services division at IE Singapore.

‘Singapore has attracted many MNCs in these industries,’ she noted. ‘Some of these industries, such as semi-conductor and petrochem, require huge volumes of water for their operations and some local E&W companies have taken this opportunity to serve these MNCs in the treatment of industrial wastewater.’
 
It is still tiny relative to the US$629 billion global E&W market but International Enterprise Singapore noted that the industry - which covers water, waste management, alternative clean energy and pollution control and multi-sector - has expanded faster than the global CAGR of 5 per cent in 2004-06.

IE Singapore, the government’s trade promotion arm, along with the E&W Industry Development Council and the Economic Development Board, commissioned the survey which was done by consultancy firm Deloitte Singapore.

The fortunes of the E&W industry lie increasingly abroad - two-thirds of its revenues, or $1.5 billion, came from outside Singapore in 2006, up from 59 per cent in 2004, according to the survey covering about 55 companies.

‘The (local) industry is growing rapidly, with Singapore steadily gaining a foothold in the global market,’ IE Singapore said in a press release highlighting the main findings of the survey.

The survey shows that Singapore’s share in the global E&W market edged up from 0.24 per cent in 2004 to 0.36 per cent in 2006.

‘Albeit a small growth, this shows that global players are appreciating the expertise and the value-added of Singapore companies,’ IE Singapore said.

The key strengths of Singapore E&W players lie in their designs, research & development, and systems integration expertise, as well as a knack for customising solutions to meet clients’ needs.

‘There is great potential for further growth in the overseas markets, given our local industry players’ expertise and experience in environment and water management,’ IE Singapore said. ‘With growing worldwide emphasis on sustainable development, Singapore players can offer a suite of urban solutions that encompasses urban planning, green buildings, management of water, used water and waste, and more.’

Added Sam Ong, Hyflux’s group deputy chief executive: ‘The world will always need good clean water at affordable prices, whether for drinking, industrial or agricultural purposes.’

Internationalisation is already the top business strategy for the local E&W companies, with 42 per cent of those surveyed citing ‘expansion to overseas markets’ as their key thrust in growing the company in the next three years.

China is currently the biggest market abroad for Singapore’s E&W industry, accounting for 67 per cent of overseas revenues in 2006. South-east Asia contributed 20 per cent of the overseas sales.

Future hot spots for the industry are in India and the Middle East, according to the survey.

In April, Hyflux won a $632 million deal to build the largest reverse osmosis desalination plant in Algeria. Last October, Keppel secured a $1.5 billion contract in Qatar to construct the largest wastewater treatment plant in the Middle East. The year before, SembCorp acquired a 40 per cent stake in Fujairah Independent Water and Power Plant in the United Arab Emirates.

(WASHINGTON) US retail sales jumped by the largest amount in six months in May as 57 million economic stimulus payments helped offset the headwinds buffeting consumers.
The Commerce Department reported yesterday that retail sales soared one per cent last month, the biggest increase since November. A wide variety of retailers enjoyed a good month, including the biggest increase at department stores and other general merchandise stores in a year.

The May increase was double what economists had been expecting and indicated that the economy is getting a major boost from the US$50 million in economic stimulus payments the government sent out in May, just under half of the total stimulus aimed at consumers.

The Bush administration is hoping the stimulus payments will help offset the gloom from a prolonged slump in housing, a severe credit crisis, soaring energy bills and rising layoff notices and also, help the country avert a deep recession.

Highlighting the pressures on the job market, the Labour Department reported yesterday that new applications for jobless benefits rose by 25,000 last week to 384,000, the highest level since late March.

It was a much bigger increase than analysts had been expecting.

 
 
Last week, the government reported that the unemployment rate jumped to 5.5 per cent in May, up from 5 per cent in April. That was the biggest one-month rise in 22 years.

In a third report, the Commerce Department said that business inventories grew by 0.5 per cent in April, more than double the 0.2 per cent rise in March and the best showing since inventories rose by one per cent in January.

Analysts were surprised by the solid increase in retail sales and noted that sales in April were also revised to show a respectable gain of 0.4 per cent, instead of the original estimate that sales had fallen by 0.2 per cent.

‘Recession? What recession?’ asked Joel Naroff, chief economist at Naroff Economic Advisors. ‘Spending in April and May was solid in just about every category.’ Ian Shepherdson, chief US economist at High Frequency Economics, said that one possible explanation was that consumers have suddenly returned to their carefree spending ways despite weak consumer confidence readings and the credit crunch.

But he said a more likely reason was that rebate checks were giving a temporary boost to spending that would not last, resulting in weaker economic performance in coming months.

The retail sales report showed that general merchandise stores, which include department stores and discount stores such as Wal-Mart, saw sales rise by 1.2 per cent, the best showing since a 2.1 per cent rise in March 2007.

Auto dealers saw sales increase by a much smaller 0.3 per cent in May, but that still represented a small rebound after a big 2.1 per cent drop in April. Auto sales are being hurt by the weak economy and soaring gasoline prices, which have sharply depressed demand for gas-guzzling pickup trucks and sport utility vehicles. — AP

THE Singapore Armed Forces yesterday called an unprecedented three-day halt to all physical and endurance training within the military, following the death of a serviceman in Brunei, the second training fatality in two days.
Until Saturday, the entire force of 300,000 active personnel and national servicemen will not be on obstacle courses, route marches or doing any fitness tests. Physically demanding field training is also out.

The ‘time-out’ will allow the SAF to ensure that proper procedures are in place and being followed, said Defence Minister Teo Chee Hean, who yesterday extended his deep condolences to the families of the two 20- year-old servicemen who died this week.

The latest fatality took place on Wednesday evening. A pilot trainee, Officer Cadet Clifton Lam Jia Hao, collapsed while undergoing jungle training in Brunei.

In the earlier incident on Tuesday morning, Recruit Andrew Cheah Wei Siong fainted during a 2km walk in Pulau Tekong.

Both servicemen received immediate medical attention and were evacuated by helicopter to hospital, where they later died.
The Defence Ministry said that investigations are under way. Initial findings indicate that all safety procedures had been followed in both instances.

Both men, recent polytechnic graduates, had cleared medical checks and were deemed fit for the respective training they were undergoing.

Of the two, OCT Lam was fitter and had to meet more stringent health and fitness standards to qualify for pilot training.

However, given the hot, humid conditions in the Brunei jungles, it is possible OCT Lam could have suffered heat stroke.

Recruit Cheah, who enlisted last Thursday, was undergoing an enhanced 15-week basic military training programme meant for mildly obese recruits.

The fatalities will again put the spotlight on sudden deaths of otherwise healthy young men. The issue was raised in Parliament three years ago, also after two servicemen died in quick succession.

At the time, Mr Teo said that 19 SAF personnel had died of sudden heart attacks in the preceding nine years, including five who collapsed during training.

Despite thorough health screening, safety measures and medical support in training, such deaths ‘cannot be completely prevented’, he said then.

On the decision to suspend training, Dr Bernard Loo, a specialist in defence studies at the Institute of Defence and Strategic Studies, said that it would ’soothe public concerns over the safety of trainees’.

He added that safety regulations here were already among the most stringent in the world and comparable to those of the military in the United States and Britain.

MP for Pasir Ris-Punggol GRC and deputy chairman of the GPC for Defence and Foreign Affairs Michael Palmer said the three-day time-out will allow the SAF to take stock, as medical conditions can be missed at medical check-ups and troops can be tired and make mistakes.

He added that it would be good to make public the findings of the three-day review to help assure parents whose sons are serving National Service.

I am saddened by the loss of two young and precious sons of Singapore.

I support the decision of the SAF to take a time-out on physical and endurance training for three days. This will allow the SAF to review and refocus on such activities to ensure that proper procedures are in place and being followed, before such training resumes.

While the SAF needs to carry out realistic training, this will be done without compromise to safety.’

SINGAPORE: In an unprecedented move, the Defence Ministry declared a three-day halt to all physical and endurance training activities in the army, navy and air force.

The ‘time-out’ from 12-14 June follows the death of two servicemen in training within two days.

20-year-old Officer Cadet (OCT) Clifton Lam Jia Hao, a pilot trainee with the Republic of Singapore Air Force (RSAF), died on Wednesday, one-and-a-half hours after he collapsed while he was undergoing jungle orientation training in Brunei.

A day earlier, 20-year-old army recruit Andrew Cheah Wei Siong died after he fainted while taking part in a two-kilometre walk training activity on Pulau Tekong.

Defence Minister Teo Chee Hean said the suspension will allow the Singapore Armed Forces (SAF) to review and re-focus on training activities to ensure that proper procedures are in place before training resumes.

“While the SAF needs to carry out realistic training, this will be done without compromise to safety,” added Mr Teo.

The minister also extended his condolences to the families of Mr Cheah and OCT Lam. “I am saddened by the loss of two young and precious sons of Singapore,” Mr Teo said in a statement. - CNA/ir

S’pore private home sales down 40% in Q1

SINGAPORE : Sentiments in the Singapore residential property market continued to weaken in the first quarter on the back of a possible recession in the United States.

Private home sales dropped by 40 percent in the first quarter of this year compared with the last quarter of 2007, according to a report by DTZ Research.

Transactions of private condominium units, based on caveats lodged, fell 41 percent to 2,500, while sales of landed homes declined 38 percent to 566.

Analysts said the poor sales were due to a stand-off between buyers and sellers’ price expectations.

“A lot of these sellers are still looking for prices at the peak of the market, which is probably in the middle of last year. They are still confident that the market would trend up in the mid term, and that the current slowdown is likely to be temporary,” said Tay Huey Ying, Director of Research & Advisory at Colliers International.

But the slowdown looks set to stay for a while. Developers are launching fewer units. Only 487 private condominium units were released for sale in the first quarter of this year, down 49 percent compared with the previous quarter. This is the lowest since the SARS period in the first three months of 2003.

The number of new properties resold before completion continued to decline, by 40 percent in the first quarter, the lowest in one and a half years.

“I think sub-sales will continue to remain at a very low volume in the coming quarters…..Speculators are likely to continue to stay away from the market at this point because the road ahead is still very uncertain - the uncertainty in the US economy, as well as the global financial market turmoil,” said Tan.

Going forward, analysts expect overall prices in the private residential property market to increase by between 0.5 and 1.5 percent in the second quarter of this year. - CNA /ls
