New Singapore residential buildings must now meet minimum standards for energy efficiency

SINGAPORE: New residential properties must now include basic environment-friendly features before the building plans are approved.

This is a requirement introduced on 15 April by the Building and Construction Authority (BCA).

Under the new guidelines, BCA has set a limit on the amount of heat that can enter a residential building through its facade. This limit is called the Residential Envelope Transmittance Value. Such a criterion already exists for commercial properties.

A house with floor-to-ceiling glass designs and little concrete all around. Such a look has become increasingly popular among private residential properties in Singapore.

The full-height window design exudes an air of elegance and makes the rooms look larger. But such a design is not environmentally-friendly.

“…..because during the day, a lot of heat will be trapped inside the unit and when you turn on the air-conditioning, it’ll work harder than normal,” said BCA’s deputy director for technology development, Ang Kian Seng.

This is why the BCA hopes that designers will incorporate ‘green’ features at the planning stage.

Today, more than 30 residential properties in Singapore have floor-to-ceiling glass designs. The BCA says such architecture is not suitable for a tropical country like Singapore.

In fact, if architects use less glass in their designs, they could actually save more money in overall construction costs. Consumers would then stand to benefit.

BCA’s Mr Ang said: “Typically in a residential unit, 60 percent of the electricity bills will have to be used for air-conditioning. So with this (heat limit) requirement, typically you’re looking at 10-20 percent kind of savings for the home owner….With our buildings properly designed….that can go a long way to delay the construction of a power plant, for example……instead of wasting energy and the load goes up, you may need a plant earlier than before.”

Singapore HDB rental market remains strong 

Flats much sought after because of spillover demand from private homes market, but agents say rents are unlikely to rise much more

Rents for some executive flats in Queenstown have gone as high as $2,900 a month, a price previously seen only with private apartments.

Property agents say that although prices are flattening out, rental demand for HDB flats remains strong, thanks partly to spillover demand from the private homes market, where rents surged dramatically last year.

More Western expatriates can be found renting HDB flats these days. However, demand for HDB flats still comes mainly from Malaysian, Chinese and Indian nationals working in Singapore, says Mr Eugene Lim, an assistant vice-president of ERA Realty Network.

‘Although HDB rentals have gone up, HDB flats are still among the cheapest forms of rental housing for them,’ he said.

‘Demand will continue to rise mainly because of the continuous influx of foreign talent, especially with the upcoming casino and international events such as Formula One,’ said Mr Steven Tan, the executive director of the residential division at OrangeTee.com.

Nevertheless, rentals are unlikely to surge from current levels. ‘We are starting to see some resistance,’ said Mr Tan.

In Toa Payoh, which is close to town, first-quarter median rents ranged from $1,400 for a three-room flat to $1,780 for a four-roomer and $2,150 for a five-roomer, going by HDB data.

A little farther up north, first-quarter median rents in Ang Mo Kio started at a lower $1,300 for a three-room flat and moved up to $1,880 for a five-roomer.

While Tampines might be some distance from town, median rents for flats in the regional commercial hub ranged from $1,480 for a three-room flat to $1,950 for a five-roomer.

How much a flat can fetch depends on its location. Those next to MRT stations tend to command more, agents say.

Five-room flats in Choa Chu Kang fetched a median monthly rent of $1,480; those in Bukit Merah, $2,000.

Executive flats, some of which used to fetch monthly rents similar to those for five-room flats, now go for more, starting from $1,530 and going as high as $2,900.

‘HDB rentals are quite high now. I think this is the limit,’ says property agent Germaine Ng. ‘I already saw resistance two months ago. Fewer tenants are coming to the market.’

Even if rents remain at current levels, HDB flats would make attractive investments, albeit only for those who are eligible to rent them out. Flat owners can rent out their entire unit after occupying it for three years. This minimum occupation period goes up to five years if they bought the flat with a subsidy or housing grant.

For instance, a five-room flat in Ang Mo Kio might be worth just $400,000 but it could fetch a monthly rent of $1,800, which would give a yield of 5.4 per cent.

‘This is a very good yield considering that rental yields for private homes usually fall below 4 per cent,’ said Mr Lim.

This explains why more and more people want to rent out entire flats. In the first three months of this year, 3,581 flat owners - most of them with three- or four-room flats - were given approval to rent out their flats.

Last year, 12,808 sub-letting approvals, of which about a third were for three-room flats, were given. In 2006, 8,544 approvals were given.

HDB flat owners can apply online for sub-letting approvals. Those who want to rent out just the rooms do not need HDB approval to do so, but they must continue to live in the flat and comply with other sub-letting conditions.

Is it time to buy into foreign currencies?  - Singapore

Trading money for money has always been a way to make a quick, er, buck. But with the Singdollar strengthening, Michelle Tay examines if the time is right to speculate on money.
 
Commercial banks do it, central banks do it, multinational corporations and even governments do it. Foreign exchange (forex) trading, of course.
The forex market gauges the strengths and weaknesses of countries’ economies, making it well-suited for retail investors.

With only a dozen major currency pairs to study, anyone who follows the news can start trading based on familiar statistics like interest rates and employment data.

Average daily trade in the global forex and related markets is estimated at more than US$3 trillion (S$4.1 trillion).

Currency markets have weak correlations to stock and bond markets, hence their growing popularity among retail investors as a way to diversify portfolios.

However, forex trading, like other forms of investment, involves a substantial risk of loss.

There are two ways to get returns from using your Singapore dollars to buy other currencies.

First, you make money if the other currency appreciates at a faster pace than the Singdollar. The problem? The Singdollar is strengthening against many currencies, and is likely to continue doing so, as the Monetary Authority of Singapore plans to allow the local unit to strengthen to fight inflation. This makes it harder to find currencies that can outpace the Singdollar.

You can also invest in ‘high-yield’ currencies in countries that offer relatively high interest rates on deposits. Currently, these include Australia and New Zealand. You can buy foreign currency deposits at any local or foreign bank.

Savvier investors can consider dual-currency premium accounts. With these accounts, the bank can repay your principal and interest earned in either the base currency (the one in which your initial investment was made) or the alternate currency.

Currency-linked structured products are another possibility. With these, you bet that a currency will either rise above or stay at the pre-set price, or strike price, at a specific point in time.

If you’re right, you will get your principal back and earn a pre-set rate of interest that is usually higher than the time deposit rate. If you’re wrong and the currency falls below the strike price, you might still be able to recover the principal and interest ? but they will be calculated based on the linked currency at the strike price, which usually means a loss for you.

The Sunday Times spoke to currency experts and financial advisers to find out which currencies are good and bad bets this year.

Smith Street Food Centre reopens after $17.3m facelift - Singapore

Brighter, cleaner and more airy.

That’s the opinion of many stallholders and customers when asked by The Sunday Times to describe the revamped Smith Street Food Centre.

The three-storey market and food centre, closed in July 2006 for upgrading, reopened last Thursday.

It now boasts more seats, better lifts and escalators as well as ramps and wheelchair-friendly tables.

The upgrading took 22 months and cost $17.3 million. During this period, half the stalls were relocated to a temporary site in Outram Road.

Commenting on the makeover, IT professional Paul Ng, 36, said: ‘The old food centre cannot hold a candle to this one. It used to be hot and dark, but now it is bright and airy.’

Retiree David Chow, 58, noted that the extra fans and new table arrangements have made the place cooler and more pleasant.

Noodle stall assistant Tay Ah Seng, 60, said Singaporeans are particular about cleanliness, ’so more customers will come now that it is cleaner’.

But tenants in the wet market at the basement preferred the old market or even the temporary site.

Said a seafood seller, who wanted to be known only as Madam Huang: ‘The basement is hot and stuffy because of the cover installed for the lights.

‘The temporary site was better because it had a big parking space for customers and delivery trucks.’

Rent has also increased for all stall owners. For example, the rent for cooked food stalls used to range from $160 to $546, depending on whether it was subsidised, tendered or at market rates. Now, the range is between $320 and $1,100.

And while the revamp has generally got the thumbs up, nostalgia still reigns for one stallholder.

Said fruit seller Lim Mun Wai, 44: ‘This place is too modern. The old-time Chinatown feel is no longer here. We are now just like any market and no longer attractive to tourists.’

Singapore MPs to push for new law on seat belts in school buses 

Following eight-year-old schoolboy’s death, they plan to lobby Parliament for immediate action

Enough is enough. No other child should die.
Several MPs will be lobbying for new laws that will make it mandatory for school buses to be fitted with seat belts, they tell The Sunday Times.

They are planning to speak up strongly on the matter when Parliament next sits, which is likely to be on May 26.

‘It is high time seat belts are made compulsory on school buses and the rule should be implemented immediately. This is very urgent because young lives are at stake,’ said Madam Cynthia Phua, an MP for Aljunied GRC.

She and other MPs were responding to the April 24 death of eight-year-old Russell Koh, who was thrown out of his school

minibus after it was hit by two cars. He was not buckled up as the bus was not fitted with seat belts.

Sembawang GRC MP Lim Wee Kiak said he wants to ask Transport Minister Raymond Lim: ‘What next?’

‘One death is really one too many. The Traffic Police said that they will be stepping up efforts to encourage child safety, but the Ministry of Transport has not said anything on this issue so far,’ he said.

Tampines GRC MP Ong Kian Min, deputy chairman of the Government Parliamentary Committee for Transport, added: ‘There are so many school bus operators and they are all privately owned. The Government has to set the standard for them.’

Following the death of Russell, many parents urged the Government to force minibus drivers to install seat belts in their vehicles. But bus operators said they will charge more if such a law is passed.

Two years ago, MPs also raised this issue in Parliament following a school bus accident in which eight pupils were injured. Then-transport minister Yeo Cheow Tong told the House that installing seat belts could mean higher fares and reduced seating capacity in buses.

Traffic Police statistics show that in 2006, 16 kids suffered minor injuries in vehicle accidents because they were not belted up. That year, an eight-year-old died for the same reason.

There were no fatalities last year but four children were injured. In the first three months of this year, four children were injured because they were not buckled up. The statistics do not cover school buses because they do not have seat belts.

The Land Transport Authority (LTA), which plans Singapore’s long-term transport needs, has been studying the feasibility of seat belts in school buses.

An LTA spokesman told The Sunday Times yesterday that an issue being considered is whether to use the two-point or three-point version.

‘While two-point lap belts cost significantly less to install, they can actually increase the risk of internal abdominal injuries, especially to children below the age of eight as their abdominal and bone structure is not fully developed to support the force of lap belts during a collision,’ she said.

‘Neither can they be safely used with booster seats as the lack of upper body restraint, coupled with the child being raised higher, puts the child at greater risk of head, neck and spinal injuries in a frontal collision.

‘Three-point belts on the other hand are difficult to install and require certain structural features which may not be present in certain types of buses.’

In Germany, Western Australia and some states in the US, school buses must have seat belts.

MPs, meanwhile, said that apart from increased costs for bus operators and parents, they do not see why seat belts should not be made mandatory.

Said Central Singapore District Mayor Zainudin Nordin: ‘Seat belts are compulsory in cars, so why are they not compulsory in other vehicles? It doesn’t make sense because the dangers are the same for cars, vans or buses.’
