MIRCOSOFT CEO Steven Ballmer has tried to buy Yahoo before.
SAN FRANCISCO - MR JERRY YANG, the chief executive of Yahoo, was finishing a company board meeting on Thursday when he got a call from Mr Steven Ballmer of Microsoft.
The Microsoft CEO’s message was curt. Microsoft would make public a hostile US$44.6 billion (S$63 billion) offer for Yahoo early on Friday in a move to counter Google’s online pre-eminence.

In a letter dated Jan 31 sent to Mr Yang, Mr Ballmer had talked of the acquisition proposal.

‘We believe this proposal represents a unique opportunity to create significant value for Yahoo’s shareholders and employees and provide greater value and service to customers.’

This was not the first time that Microsoft had proposed to acquire Yahoo. Mr Ballmer met several times in late 2006 and 2007 with Mr Terry Semel, then Yahoo’s chief executive.

But the acquisition attempts were rebuffed by Yahoo, which said the time was not right.

Its announcement last week to lay off more than 1,000 employees, may have triggered this latest bid.

Mr Ballmer is said to have constantly consulted Mr Bill Gates, the Microsoft chairman and a team of experts plotted this week on how much to bid. After Yahoo reported weaker earnings on Tuesday and its stock fell, Microsoft settled on US$31 a share.

If the deal goes through, it would change the Internet world.

But if it turns hostile, Yahoo has a poison pill - in March 2001, Yahoo adopted a ’stockholder rights plan’ under which if anyone buys 15 per cent or more of its stock - aside from an agreed bid - shareholders have the right to buy extra shares.

More than 500 businesses show support for Youth Olympic Games bid - Singapore

SINGAPORE : Singapore and Moscow are the final two cities in the running to host the inaugural Youth Olympic Games in 2010 and the decision will be announced later this month.

In Singapore, the publicity machinery is already heating up.

The latest event took place along Orchard Road, where supporters literally took to the streets and stopped traffic.

They sang special cheers and were joined by national athletes who also penned their support.

The whole affair also involved an open top double-decker bus.

Banners and balloons were also distributed to the public at the event sponsored by Cheers.

At another event, S.League players did their for Singapore - doing a hip-hop dance routine at Plaza Singapura and joining them were FAS officials.

Over 500 businesses and organisations have also thrown their support behind Singapore’s bid.

And support came in the form of “life-sized” figurines.

29 will be displayed at seven locations in Singapore, including Orchard Road, East Coast Park and the Central Business District.

They were designed and put up by Cityneon, a company which provides exhibition and event services in Asia and the Middle East.

The S$45,000 art pieces represent Olympic Games like Table Tennis, Gymnastics, Soccer, Shooting, Track and Field and Cycling. - CNA/ch

Singapore Government will help needy but must also focus on economy

SINGAPORE : Foreign Minister George Yeo said even as the government draws up policies to help the needy, it must ensure that the ‘big pieces’ of the Singapore economy are in place.

These include major projects that will help boost tourism and economic growth.

Speaking to reporters after a community event on Saturday evening, Mr Yeo said there are now more options available to the needy to help them cope with rising inflation.

His Aljunied GRC will also lower the qualifying criteria for scholarships, bursaries and assistance schemes to help the needy.

But he added that the number of people seeking help, at his GRC’s Meet-the-People sessions, have actually gone down.

Mr Yeo said: “So even though it is true that Singaporeans feel the pinch in terms of higher prices, in terms of actual hardship affecting families, it has come down, it has not gone up, because of more employment opportunities.” - CNA/ch

Businesses say new Singapore ERP gantries may increase operating costs

SINGAPORE : The rise in Electronic Road Pricing and increase in the number of ERP gantries is worrying at least one business - the couriers.

Alpha Couriers estimates the 5 new gantries along the Singapore River area - from Clemenceau Avenue to Fullerton Road - will increase its transport costs by at least 15 percent.

Managing director of the company, Clein Luai, has been in the courier business for 13 years.

He has 10 couriers eight motorcyclists and two van drivers, making 150 to 200 deliveries a day in and out of the CBD area which accounts for at least half of his business.

Currently, in total his couriers spend about S$300 a month on ERP charges but he expects that to go up to at least S$345.

He says: “Our business requires us to go in and out of CBD very often. And this actually increase lots of our costs and it actually increase the difficulty in our operations.”

Clein says the higher transport costs will put a squeeze on the company’s profit margin because a total of 16 new gantries will be activated this year - in April, July and November.

What more, the gantries activated in July will be switched on in the evenings between 5pm and 8pm on weekdays and two of them will also operate on Saturdays.

Even if the flow of traffic is improved, Clein says, that is not a benefit to a courier company like his.

The benefit would be, he says, the better safety of his eight motorcyclist couriers because of the better flow of traffic. - CNA/ch

Two former barracks redeveloped as hostels to meet housing crunch caused by surge in number of foreigners here

WHEN rent for engineering student Wu He Kun and his three friends got too high, they turned to a former army camp instead.
From paying $1,600 a month for a three-room flat in Commonwealth, the four China students now shell out just $1,000 a month for a two-room hostel in the former Singapore Civil Defence Force camp in Jalan Bahar.

The housing crunch in Singapore, due to a boom in the number of foreigners living here, has caused the Singapore Land Authority to open up two former military barracks in the last six months to be used as hostels. The number of foreigners here went up from 798,000 in 2005 to 875,500 in 2006.

Highlighting his problem, Mr Wu, 24, said: ‘I viewed so many flats online but the rents were all more than what they offer here,’ he said.

Property developers are also seeing the potential in making money from such alternative homes.

Last week, five hostel operators made bids for the former Ulu Pandan camp and the winning company, E M Services, won only after a bid which was 60 per cent above the valuation.

Fresh air a bonus

E M Services, which bid $122,725 of monthly rent, is planning to pump $5 million to transform the camp into a full-facility student hostel. The lease is renewable on terms till 2017.

When the Ulu Pandan hostel starts operations in June, these two former camps will house up to 1,800 foreign students in total.

For the Jalan Bahar site, Jian Yu Construction spent $7 million to spruce up the place including repainting and landscape works.

There are 360 units each between 420 and 500 sq ft, with a kitchen, toilet and living room. The rent ranges from $700 to $1,100.

The hostel opened last July and now houses close to 900 foreign students.

Vietnamese student Tho Nguyen, 16, is now paying $500 for a unit he shares with two others. The Informatics student has been here since last September.

‘I like the fresh air and open space here,’ he said. ‘This is something I don’t get back home.’

The third camp tenanted out was the old police hostel in Cantonment which was converted into Pearl’s Hill Hostel in 2004.

Vita Group pumped in $1.5 million on renovations, alterations, retrofitting and furniture to turn the old building into a hostel.

With its central location, 85 per cent of its 142 units were snapped up by foreign students in the first six months of operation.

Bangladeshi trainee doctor Fetama Yasmin, 39, pays $650 monthly for a room she shares with another. She works at the Singapore General Hospital nearby.

‘Sometimes, I even take a 20-minute walk to work and save on transport,’ she said.

10 basic questions put to S’poreans, new citizens and PRs; majority couldn’t muster passing grade of 75 per cent

THEY know what ‘kiasu’ means, but not what the crescent moon and five stars on the Singapore national flag symbolise.
Don’t count on Singaporeans to name you their first elected president either, although they may have no difficulty coming up with the name of a Singaporean brand.

When it comes to testing their understanding of their country, Singaporeans are hardly anywhere near the top of the class. What’s more, they don’t fare much better than new citizens and permanent residents, according to a survey by The Sunday Times.

But they aren’t the only ones flunking.

Recently, it was reported that about 30 per cent of aspiring citizens of Britain who sat for a citizenship test failed to make the 75 per cent passing grade.

Australia’s test also came under scrutiny earlier last month when data showed that 20 per cent of applicants were failing. Last week, its government announced that it will review the four-month-old citizenship test.
The Singapore Government does not require its permanent residents to sit for such a test when applying for citizenship.

So The Sunday Times designed a questionnaire comprising 10 questions ranging from Singapore’s history and politics to its culture, and put it to 100 Singaporeans and 100 new citizens and permanent residents.

Taking 75 per cent to be the passing grade, an astonishing 85 Singaporeans didn’t make this cut, while as many as 90 new citizens and permanent residents who have plans to become Singaporeans also failed.

The question that stumped both groups was who Singapore’s first elected president was. Only one in four Singaporeans and new citizens or PRs correctly named the late Mr Ong Teng Cheong.

Nearly half of the Singaporeans named Mr Yusof Ishak, the country’s first president. Some not only got the answer wrong, they couldn’t even muster Mr Yusof’s name.

‘It’s the guy on the note,’ said 38-year-old sales executive Jasmine Koh.

Project secretary Norzana Samsi, 34, went even further back in history: Sir Thomas Stamford Raffles.

Both groups also did badly when it came to reciting the pledge and pinpointing the year Singapore became an independent nation.

Another head-scratcher: the national flag.

Half of those Singaporeans polled and nearly 70 new citizens had no idea what the crescent moon or any of the five stars symbolised - only one person knew all. One response that kept cropping up: ‘The five stars represent the five races in Singapore.’

It was enough for cab driver Wong Weng Fatt, 51, to protest: ‘I left school so long ago. You should ask students, they will know better.’

Dr Teo Ho Pin, who chairs the Government Parliamentary Committee on Home Affairs and Law, was not surprised at the poor showing.

‘The questions are too difficult. Perhaps if you asked ‘when is National Day?’, that might be a fairer question,’ said Dr Teo, who is also mayor of North West District.

The survey does not necessarily reflect the well-held view that Singaporeans are apathetic either, he said.

‘These issues may not make a lot of difference to their daily lives. They’re more worried about jobs, their children, their parents.’

Nanyang Technological University accountancy student Angeline Yeo, who topped the new citizens and PR group, said her score of 85 per cent was due to an interest in Singapore.

The Malaysian, a permanent resident since last October, was already reading books about Singapore before her move here five years ago.

‘As a PR, I feel that it’s important to know such information, because it’ll be embarrassing if people ask and you don’t know,’ said the 21-year-old.

According to the National Population Secretariat, there were 13,969 new citizens between last January and October, up from 13,209 for all of 2006.

Latest figures suggest more foreigners are also becoming permanent residents. About 46,900 of them were granted PR status in the first nine months of last year, compared to 57,300 for all of 2006.

Singaporeans fared better with the softer questions: More than half knew what the three acronyms AYE, CPF and SGH stood for; nearly all knew what ‘kiasu’ meant and about 80 per cent could correctly name a Singaporean brand that made it overseas.

The most popular brands: Creative Technology, Singapore Airlines and BreadTalk.

But to immigrant Gina Mallari Alcan, 40, what’s more important than knowing the answers to these questions is how involved you are with your community.

The civil engineer from the Philippines may have got only two out of the 10 questions correct, but she has been an active volunteer at her residents’ committee in Bedok since 2003.

‘I’m very proud to be a Singaporean and I think I know more about Singapore than some of my neighbours. Some don’t even know who their Member of Parliament is.’
