$19m waterfront oasis to be built in Singapore Woodlands

SINGAPORE: Come 2010, Woodlands residents can enjoy seafront recreational amenities right at their doorstops.

The Urban Redevelopment Authority (URA) has unveiled a S$19m design plan to build a coastal promenade and park in their neighbourhood.

Woodlands will certainly live up to its name with URA’s “Woodlands Waterfront” proposal, where more lush greenery, trees and woods will be planted.

A nine-hectare park will be created from vacant land along the coastline, featuring playgrounds, picnic areas and nature trails to cater to different recreational needs.

Right next to the park is a 1.5-kilometre long promenade that will offer unobstructed views of the Johor Straits.

To allow visitors to be closer to the water, an old jetty connected to the park will be refurbished as well.

On why the waterfront idea was mooted, head of the project at URA, Wan Khin Wai, said: “In Woodlands today, you’ll find that this is one of the towns that are located along the coastline. However if you’re inside of it, you can’t appreciate the coastline. So, this project offers residents (the chance) to get to the coastline and have recreational activities there.”

The Woodlands Waterfront proposal is part of URA’s overall vision to raise the standard of living here, said its director for conservation & urban design, Ler Seng Ann.

“Singapore is an island, surrounded by water on all sides. The waterfront is an important asset. So, in the planning of parks and waterbodies plan, we have capitalised on all these so that we can generate recreation space for Singaporeans to enjoy.”

A Woodlands resident, Mrs Chow, is looking forward to the new amenities. “The plan’s very good because so far, we don’t have any of these things around our area. If you want to have this kind of places, we have to travel all the way to the east side.”

Construction of the Woodlands Waterfront will begin by the middle of this year and is expected to be completed by the middle of 2010.

The Woodlands Waterfront is also something Dr Tony Tan, an ex-MP of the area, will definitely look forward to as it was his dream to have it.

“He shared his dream of using the waterfront….bring in water sports, water activities, and let the residents enjoy the waterfront and have a good view of Johor Baru, our closest neighbour. It has been one of his (Dr Tony Tan’s) dreams for Sembawang,” revealed Health Minister Khaw Boon Wan, who is an MP for Sembawang GRC. - CNA/938LIVE/ir

PM Lee urges world leaders at WEF to ‘think ASEAN’-DAVOS, SWITZERLAND

DAVOS, SWITZERLAND: Singapore Prime Minister Lee Hsien Loong has urged world and business leaders at the World Economic Forum (WEF) in Davos to think about ASEAN when they think about Asia.

Speaking in his capacity as the current Chairman of ASEAN, Mr Lee stressed that ASEAN members have strong fundamentals and that the grouping is determined to make itself relevant in the new Asia.

He was speaking at the ASEAN High-Level Plenary - entitled “The Emerging Asian Community: The Role of ASEAN” - at the WEF in the Swiss alpine resort.

Over 2,000 of the world’s top business leaders and politicians are gathered there to attend the annual forum.

Together with leaders from other ASEAN countries such as Malaysia and the Philippines, PM Lee gave the audience an update of what the regional grouping has achieved recently.

Mr Lee said that the economy of Vietnam, for example, is taking off. The Philippines has strengthened its public finances while Singapore is enjoying a strong momentum, riding on the regional growth as well as its own economic restructuring.

Oil producers like Malaysia and Indonesia are also benefiting from high energy prices. Thailand, Mr Lee added, is enjoying strong exports while forming a new elected government. Laos, too, is benefiting from the strong global demand for commodities.

PM Lee said: “Within ASEAN we’ve progressively integrated our economies. So, we formed the ASEAN Free Trade Area, AFTA and ASEAN Investment Area and we also have an open skies agreement between the ASEAN capitals which will come into effect by the end of this year. Beyond ASEAN, we’re strengthening ties with key partners and doing our part as stakeholders in the international community.”

That includes constructive participation in regional forums like APEC.

ASEAN is also actively pursuing Free Trade Agreements (FTAs) with other countries and regions. ASEAN has already concluded FTAs with countries like China, Korea and Japan. ASEAN is currently negotiating FTAs with countries like India and Australia.

Mr Lee and fellow ASEAN leaders said the grouping’s overall strategy is to open up and link up to the rest of the world.

Malaysian Prime Minister Abdullah Badawi said: “China is doing very well today and ASEAN has regarded China as a friend. All ASEAN countries have benefited from China’s growth today.”

The ASEAN leaders also told the movers and shakers of the business and political world that the group members have signed the ASEAN Charter, making it a more rules-based organisation.

Philippine President Gloria Arroyo said: “ASEAN has the potential to strengthen our respective countries and region and lend more stability to the global economy as well. Yet, only time will tell how historic the ASEAN Charter truly will be. For better or worse though, we must move quickly if we are to make a difference on the economy.”

And to make that happen, the ASEAN leaders reminded the forum that the group has also adopted a blueprint to establish an Economic Community by 2015.

This is to create a single market and production base for ASEAN, allowing a free flow of items like goods and services.

Summing up, PM Lee said: “This has been an eventful 40 years for ASEAN. We’ve come a long way and at Davos, we’re presenting our plans for the next phase. We can’t see 40 years ahead. That’s not possible, even 10 years, there’s a lot of mist and haze. But over the next five, seven years, we have ambitions. We are serious about them. We know what we need to do and I think if we have another ASEAN event here in five or seven years’ time, we’ll have new items and new progress to report.”

ASEAN’s Secretary-General Surin Pitsuwan believes the plenary has got people talking about the regional grouping. But he added that ASEAN must play its part by making itself attractive.

Additions will ease strain caused by double-digit growth in air travel

BEIJING - CHINA yesterday said it plans to build 97 new airports by 2020, a move that will cater to soaring air travel demand and alleviate the strain on existing aviation infrastructure.
The 450 billion yuan (S$89 billion) undertaking over the next 12 years will bring the total number of civilian airports in China to 244, up from 147 in 2006, according to China’s General Administration of Civil Aviation.

It announced the plan in a statement on its website but did not specify if the airports are domestic or international.

The new airports will be built in five main regions of the country - north, east, south-central, south-western and north-western.

When the expansion is complete, it would mean that 82 per cent of China’s population - expected to hit 1.45 billion people by 2020 - would be living within 100km - or a 90-minute drive - of an airport.

Currently, about 60 per cent of the country’s 1.3 billion people live within this range.

China’s blistering pace of economic growth over the past decade is seeing a surge in demand for air travel, as more and more well-off Chinese criss-cross the country for business as well as for pleasure.

And as previously undeveloped provinces and regions open up more to investment and tourism, the country’s domestic air travel market has grown by double digits annually.

The General Administration predicts passenger traffic will increase by 11.4 per cent a year between now and 2020. Freight traffic will rise by 14 per cent annually.

Last year, for example, air traffic volume rose 16 per cent over the previous year to 185 million passengers, according to official figures.

Domestic airlines are busy expanding their fleets to meet rising air traffic demand.

The increasing demand for air travel has resulted in immense pressure on several key airports in China. The Beijing Capital airport and Shanghai’s two airports, Pudong and Hongqiao, are bursting at their seams.

The new airport additions will ease some of that pressure. By 2020, the number of airports serving more than 30 million passengers a year will rise from the present three to 13, said the General Administration.

The construction of airport facilities, however, will go to waste if the country does not solve certain pressing problems that have been plaguing its aviation industry.

A shortage of pilots and limited airspace for civilian flights (China’s military controls 70 per cent to 80 per cent of the country’s airspace), for example, threaten to slow things down. The gap between the demand and supply of pilots is likely to be 2,000 by 2010, according to state media.

But building more airports will also mean more opportunities for foreign investors hoping for a bite of China’s aviation infrastructure sector.

The country opened up this lucrative market to foreign investors in the early 2000s and overseas airport operators have dived in to buy stakes in several domestic airports.

For instance, last year, Singapore’s Changi Airports International, an international airport investor, operator and joint venture partner, paid 1.08 billion yuan for a 29-per cent stake in Nanjing Lukou International Airport in east China’s Jiangsu province.

The venture was described as the first private-equity investment deal in a Chinese airport by a foreign airport.

WHEN health experts said he was in a risk zone for an infectious disease, Mr Syed Hussain did not need much convincing to take 30 minutes off work for a blood test.
National Environment Agency (NEA) officers visited Mr Syed, 35, in his Campbell Lane CD shop on Thursday and told him that he may have been exposed to the chikungunya virus.

They advised him to get the test done at a booth in Tekka Mall the next day.

‘It’s better to go for the check to play safe and it’s free,’ he said.

While some, like Mr Syed, took the agency’s advice, others weren’t so keen.

Gold-shop owner K.S. Oh, 42, felt the test was not necessary because he keeps his shop clean. ‘I haven’t been bitten; my shop is very clean,’ he said. ‘Besides, we’re busy; there’s no time to go down.’

His four employees all skipped the blood test.

The tests are not compulsory but 1,795 people in the Clive Street area have been checked so far.

It reflects the increased level of concern about the virus, which has symptoms similar to dengue - including joint pains, fever, chills, nausea and vomiting. It is also spread by the Aedes mosquito.

The first 10 victims were all linked to the Clive Street area. But the 11th victim, a Singaporean who was identified late last week, lives in the MacPherson area. His workplace is opposite the old KK Hospital and he is suspected to have contracted the virus while waiting at a bus stop in the area.

NEA has extended tests to people living or working beyond the Clive Street precinct.

Health Minister Khaw Boon Wan said yesterday that a 150m radius had been drawn from the bus stop and people in the area will be tested.

At press time, neither the NEA nor the Health Ministry could tell The Sunday Times the location of the bus stop.

The NEA also said that the rain gutters of more than half of the buildings along Clive Street and in the vicinity will be removed.

These would be gutters which are in a poor condition or are on buildings where the owners show clear signs of being unable to maintain the premises properly.

Gutters can collect rain water and become prime breeding sites for the Aedes mosquito.

Owners who do not comply with removal orders could face fines of up to $20,000 or three months in jail.

Madam Y.A. Tan, 73, a shophouse owner in Clive Street, has been told to remove her gutters by Chinese New Year next month.

‘It’s so troublesome; I must pay for a contractor to remove it,’ she said. ‘If my neighbours remove, I will. If they don’t, I won’t either.’
