S’pore economy sees 58,600 jobs created in Q3: MOM

SINGAPORE : Total employment in Singapore expanded by 58,600 new jobs in the third quarter, up substantially from the increase of 43,000 a year ago, the Ministry of Manpower said in a statement on Friday.

The July-to-September figure also marks an upward revision from an earlier estimate of 57,600 jobs.

Seasonally adjusted unemployment fell to 1.7 percent at the end of September from 2.3 percent three months earlier. Similarly, the resident unemployment rate fell to 2.3 percent from 3.1 percent at the end of June.

Both unemployment rates are the lowest recorded in almost a decade, having improved to pre-Asian crisis levels.

Wage growth moderated slightly in the third quarter, with earnings rising 6.9 percent from the same quarter a year earlier after increasing 8.5 percent in the second quarter.

However, overall labour productivity was flat in the third quarter, following a marginal 0.4 percent gain in the preceding quarter. This led to an increase in the overall unit labour cost by 5.9 percent, slightly lower than the 6.3 percent growth in the previous quarter.

In summary, the Ministry said the labour market turned in another quarter of strong performance.

Robust job creation and slower growth in resident manpower supply led to a decline in the unemployment rate to the pre-Asian crisis level

S’pore NKF has S$270m in reserves, plans to help more poor patients

SINGAPORE: The National Kidney Foundation said it has chalked up a surplus of S$31.2 million in the last 18 months, bringing it reserves to S$269.463 million.

NKF, the country’s largest charity, said it is looking into doing more for kidney patients under its care, especially those from the lower-income group.

Between January last year and June this year, NKF spent S$17.5 million on dialysis and kidney failure prevention services for 2037 kidney patients under its care, up 8.8 per cent from 1873 at the end of December 2005.

Within these 18 months, the foundation earned an income of S$37 million from donations and grants while administrative costs came up to S$15 million, of which S$4.6 million is for legal costs incurred to recover S$12 million from its former CEO TT Durai.

Durai has agreed to settle the suit by paying the NKF S$4.1million over the next four years.

Almost three quarters of the S$31.2 million surplus, or S$22.3 million, came from investment income. The remaining S$8.9 million was from operational cost-cutting measures.

Going forward, NKF said the outlook on its investment income will be less bullish in the coming years, but its strong reserves position has given the foundation confidence to do more for its kidney patients.

Dialysis fee at the NKF is now of the lowest in Singapore at S$130 per session.

Thirty per cent of NKF’s patients are means-tested to qualify for subsidies and help from the charity. And for some 500 patients from low-income families, they pay S$50 a month or less.

According to NKF chairman Gerard Ee, the foundation currently helps cover some of the patients’ taxi fares when they go for dialysis. And as taxi fares increase, NKF will cover the extra costs as well.

“We don’t want any of our patient staying at home and missing out on their dialysis just because they can’t afford it,” he said.

The foundation is also looking into subsidising its dialysis patients for kidney transplants here.

SMDA censors video rejected by YouTube fans - Singapore

SINGAPORE - Executives from Singapore’s Media Development Authority—which promotes the industry and also acts as its censor—have stirred up an online controversy for appearing in a rap video.
‘Yes, yes y’all. We don’t stop. Get creative, can do, rock on!’ the mostly middle-aged executives rap.

Dressed in suits, they twirl in time to the beat and make gangster-style hand gestures.

Since it was posted on the You Tube video-sharing website two weeks ago, the film, which lasts almost five minutes, has generated 60,648 hits and more than 300 comments—many of them negative and filled with expletives.

‘They call me CEO. Hear me out, everyone,’ sings the agency’s chief executive, Christopher Chia. ‘My aim: a vibrant media hub for the city.’

His deputy is shown in full rap regalia including gold chains, shades and a backwards baseball cap. Another executive appears in red briefs and a caped-crusader-style costume.

Cassandra Tay, MDA’s director of communications, said Wednesday the video was originally prepared for a staff conference, where it was ‘well-received by staff who had not seen their senior management in this light.’

But one person wrote on You Tube that it was ‘a total disgrace,’ while another described it as ‘the most embarrassing video to ever emerge from Singapore.’

Another person said: ‘Please ban this.’

Others were sympathetic, calling the MDA managers ‘brave’ and courageous for trying.

The video was later included in the agency’s Interactive Annual Report 2006/7 and can still be found on MDA’s website at http://www.mda.gov.sg/wms.www/video1.htm.

Tay, who also performs in the video, said managers ‘gamely took on the challenge in order to portray the organisation and its mission in a different light.’

MDA is ‘amazed and amused’ at the responses, she said.

‘We have enjoyed reading many messages of support for the rap video and MDA’s vision,’ Tay said.

Singapore is Southeast Asia’s most advanced economy, but the government maintains strict censorship laws.

The MDA classifies films and video games, and imposes fines on local broadcasters found to have violated ethical standards.

It is also tasked with promoting Singaporean entertainment products, such as movies overseas and luring foreign multi-media companies to set up operations in the city-state.

Temasek to ‘merge Indonesian bank units’

JAKARTA - TEMASEK Holdings wants to merge Indonesia’s Bank Internasional Indonesia (BII) and Bank Danamon, pending approval from Indonesian banking regulators, BII said yesterday.
Danamon is the country’s fourth-largest bank by assets while BII is the sixth-largest.

Temasek, through Fullerton Financial Holdings (FFH), is the majority shareholder of Sorak Consortium, which owns 56.13 per cent of BII. Temasek recently raised its stake in Sorak to 75 per cent.

Temasek also owns 85 per cent of Asia Financial (Indonesia), which holds 68.87 per cent of Danamon.

‘FFH’s current preferred option is to explore a merger between BII and Danamon, subject to further evaluation and clearance from the regulatory bodies,’ BII said in a statement.

Its key shareholder has submitted an ownership structure adjustment plan to Bank Indonesia in compliance with the central bank’s single presence policy, BII said. Under the policy, a bank owner may own or control only one bank.

The regulation will take effect at end-2010, but the central bank wants bank owners to submit proposals by the end of this year, to resolve any shareholding issues.

Singapore Shop rents rising faster in city fringe, suburbs than in Orchard

Landlords enjoy good takings as demand spills over from prime belt

ORCHARD Road may be the epicentre of shopping buzz, but malls in quieter areas are coming into their own.
Rents of shops on the city fringe and in suburban areas rose faster than those in the prime shopping belt in the October to December period, according to Knight Frank.

The property consultancy said the biggest increase in rents came from shopping malls on the fringe of Orchard Road, such as Tanglin Mall and Park Mall. Retail rents in this area climbed by 8.9 per cent in the quarter, thanks to a spillover from Orchard Road and a better tenant mix, said Knight Frank.

In contrast, rents of malls in Orchard Road proper - including Wisma Atria and Ngee Ann City - rose only 2.6 per cent. Suburban malls such as Tampines Mall and Jurong Point fell in between, with rents rising 5.8 per cent.

The main reason for this is rents in Orchard Road have already risen so much that any further increases will be quite small, said Knight Frank’s director of research and consultancy, Mr Nicholas Mak.

On the other hand, retail rents in suburban and fringe areas are starting from a lower base, so they will rise by more, he added.

Indeed, Knight Frank’s data shows that despite having the smallest rent increases, the central areas still have the highest rents, and vice versa.

In the heart of Orchard Road, average gross monthly rents have soared to double those of malls on the fringes. This is because over this year, rents in Orchard Road central have gone up the most. They rose by 17.2 per cent this year, almost double the 9.9 per cent rise in Orchard Road fringe malls. In suburban malls, retail rents rose just 7.5 per cent for the year.

But overall, it has been a good year for landlords of shopping malls islandwide.

They have raised rents by more than market experts had forecast, thanks to higher wages, a strong economy and a booming property market.

Islandwide, shop rents in well-located malls jumped by a better-than-expected 22.1 per cent for the whole year, said Knight Frank. Its report on retail rents analysed prime shop space of between 400 and 800 sq ft, typically located on the ground floor of malls, with good frontages.

But rent growth is expected to moderate next year to 10 to 15 per cent, it said. While retail sales and demand for shop space are likely to stay strong, new malls will open with 2.3 million sq ft of space. These include West Coast Plaza, Iluma at Bugis, Ion Orchard, Orchard Central and Jurong Point’s new wing.

‘Landlords who try to raise rentals in the later part of next year are likely to face stronger resistance from retailers,’ said Mr Mak.

This may come as a relief to retailers. One retailer, who asked not to be named, said she had to move a boutique out of Paragon last year when rents nearly doubled. Another outlet at Suntec City has had rents rise by 30 to 40 per cent.

‘We used to be making money at most of our shops, but now because of the rental increases we are only breaking even at some,’ she said.

‘We can handle rents rising to a certain point, but after that it is untenable.’
