Business of going green burns bright
As climate change moved from being a fringe issue to a mainstream concern, 2007 will be remembered as the year of the environment. With the green business becoming the world’s fastest-growing industry, JESSICA CHEAM looks at the milestones in Singapore for the year
IN MARCH, Singapore heralded its entry into the clean energy race as Prime Minister Lee Hsien Loong announced a $170 million research fund for the industry.
The Economic Development Board (EDB) soon unveiled a more detailed $350 million blueprint - for research and development, testing and pilot projects in clean energy.
The aim: To create a major industry worth $1.7 billion which will employ 7,000 people by 2015.
Singapore’s foray into clean energy - that is, energy generated from renewable sources such as the sun and wind - comes just as the global clean energy market is enjoying massive growth.
Leading research house Clean Edge has reported revenues in the industry climbing from US$40 billion (S$58 billion) in 2005 to US$55 billion last year. This is projected to hit US$226 billion by 2016.
Mega green investments
IN OCTOBER, Singapore was propelled into global limelight when Norwegian solar firm Renewable Energy Corporation (REC) announced that it will set up the world’s biggest solar equipment manufacturing plant here, worth $6.3 billion.
This was the fruit of ‘nine months of intense courtship’ between EDB and REC. Singapore trumped more than 200 locations to emerge with the prize, said EDB managing director Ko Kheng Hwa.
The Tuas plant, which will begin operations in 2010, is expected to employ up to 3,000 staff - with an initial 1,500 selected to be hired next year. A good number of these will be sent to Norway for extensive training.
Earlier this month, oil giant Neste Oil said that it would build the world’s biggest biodiesel facility in Singapore at a cost of 550 million euros (S$1.17 billion).
The plant, ideally located near Indonesia and Malaysia - the world’s two largest palm oil producers - will convert the feedstock into fuel for vehicles. The investment will create 100 jobs and boost the Republic’s goal of expanding its environmentally-friendly industries.
Environmentally-friendly policies
TO REALISE Singapore’s ambition of becoming a major clean energy player, a Clean Energy Programme Office (Cepo) was announced in March to drive the growth of the sector.
Cepo comprises six government agencies, including the EDB, the National Environment Agency (NEA) and the Building and Construction Authority (BCA).
Its first initiative was to set aside a $17 million kitty for the Clean Energy Research and Testbedding (Cert) programme, which will provide sites for foreign and local companies to test all kinds of clean technology.
In October, Cepo launched a $50 million research fund for the next five years to accelerate the industry’s research and development efforts. This was soon followed by a $25 million scholarship programme to groom a workforce to serve this industry. Cepo plans to award master’s or PhD scholarships to about 130 students over the next five years.
The NEA also launched an Energy Efficiency Programme Office (E2PO) to coordinate nationwide efforts to streamline Singapore’s major sectors of energy use, namely in power generation, industry, transportation, buildings and households.
A world-class research centre that will focus on environmental issues - the first of its kind in Singapore - is also likely to be set up soon. It will likely to be called the Singapore-ETH Centre for Global Environmental Sustainability.
The research house will be a partnership between the National Research Foundation in Singapore and a top European group of research and teaching institutes from Switzerland, ETH Domain.
Carbon: a new commodity
WITH the Kyoto Protocol creating a new market commodity in carbon, Singapore is positioning itself to become the region’s carbon trading hub given its standing as a financial services capital.
A local company - Asia Carbon Group - said last month that it was working with the Singapore Exchange to launch a potentially lucrative carbon credit trading facility.
Catalist-listed ecoWise Holdings, a local environmental solutions company, also signed a deal this year with Japanese firm Kansai Electric Power to sell up to 95,000 carbon credits over five years - making it likely to be the first company in Singapore to sell carbon credits under the United Nations’ Clean Development Mechanism.
The trading carbon credits is designed to limit industry carbon dioxide emissions, widely blamed as a contributor to global warming.
Solar: Option with most potential
THE solar industry has been the rising star of Singapore’s burgeoning clean energy sector this year - and looks set to remain so in the near term.
The Government has singled out solar as the clean energy with the most potential for Singapore due to its existing strength in the similar semiconductor industry, and its strategic location among the sun-belt countries.
Big players such as Norway’s REC, German solar firm Conergy, United States-based SolarWorld have been courted to set up manufacuturing facilities or regional offices in Singapore; while local companies such as Solar Energy Power made history by becoming the first Singapore company to manufacture solar cells this year.
Cepo has also called for proposals from firms to test a range of solar technologies at selected sites.
BCA last month unveiled a $10 million zero-energy building - Singapore’s first - which will also have such test facilities.
The complex will have a net zero energy consumption over a typical year, made possible by a massive array of solar panels covering about 1,300 sq m - the biggest in Singapore - which will be integrated on the roof of one of the buildings.
BCA expects different generations of solar technology to be tested here, paving the way for further innovations and adoptions of solar energy in Singapore.
The greening of corporate S’pore
THIS year, chief executives have found that environmental issues, once an afterthought, are now key to any corporate strategy.
Firms, foreign and local alike, have been jumping on the green bandwagon, initiating numerous ‘corporate social responsibility’ practices from funding environmental groups to streamlining their operations.
Those with genuine intentions have often found recognition for their efforts.
In April, for example, property firm City Developments (CDL) became the first private developer to be awarded BCA’s Green Mark Platinum - the highest accolade for green buildings - for its Oceanfront@Sentosa Cove project.
CDL’s reputation and experience as a green developer also in some way led to its clinching of a 3.5ha prestigious site at Beach Road from the Urban Redevelopment Authority in September, which features an eco- friendly mega mixed development.
The number of local companies joining the race for environmental solutions have also swelled, with more diversifying into the green business.
For retail investors, 2007 is also the year green investment funds went mainstream.
Former US vice-president and environmental crusader Al Gore, who came to Singapore in August for the Global Brand Forum, gave a separate talk on the growing range of green investments in the market that could give high returns and urged investors to ‘put your money where your values are’.

More companies warming up offices to cool off energy usage - Singapore

OFFICE workers in Singapore may soon be shedding some of those thick layers of clothing, as more firms raise the workplace mercury in an attempt to conserve energy.
Some office buildings are currently chilled at 21 deg C, a hefty 11 degrees cooler than the average outdoor temperature.
That means many office workers tend to don sweaters and jackets while in the office to stop shivering despite the tropical climate.
This, however, is set to change, as companies become more eco-friendly and aware of their carbon footprints.
Raising the thermostat level is both simple and effective at cutting energy use and saving money.
According to the National Environment Agency (NEA), air-conditioning currently accounts for 40 per cent to 50 per cent of the electricity bills in commercial buildings.
If they raise the temperature by just 1 deg C, companies can shave up to 3 per cent off their air-conditioning bills. This translates into $20 million to $26 million in annual savings if all companies in Singapore raise their office temperatures by 1 deg C - enough to pay for the yearly electricity bills of 33,000 four-room HDB flats.
One company which has been quick to adopt this practice is property developer City Developments (CDL). Tenants of 11 of its buildings, including Republic Plaza and Fuji Xerox Towers, have been encouraged to set their thermostats at 24 deg C in its ‘1 Degree Up’ campaign.
The programme is strictly voluntary, but the take-up rate has been very encouraging, with up to 90 per cent of the tenants in some buildings agreeing to warm things up.
‘Globally, the increasing levels of carbon emissions have become a major concern. Thus, as responsible corporate citizens, we wanted to find ways we could reduce carbon emissions in our operations,’ said a CDL spokesman.
CDL aims to make a big difference with this small step by cutting carbon emissions by 1.5 million kg a year. It takes 6,000 trees to absorb this much carbon dioxide - one of the main greenhouse gases blamed for global warming.
Singapore Press Holdings (SPH) has also joined the effort by raising the temperature at its offices from 22 deg C to 25 deg C.
SPH senior manager of properties Wong Chi Meng cited rising electricity bills as one of the motivating factors for this change. ‘The electricity bill is going up tremendously,’ he said.
Also, office workers did not take well to the chilly 22 deg C.
‘Most of the people find that it gets cold when you stay in the office too long… It’s a waste of energy to keep temperatures at 22 deg C,’ said Mr Wong.
Raising the thermostat keeps workers happy while cutting both energy usage and carbon emissions, he said.
Office guidelines set by the Building Construction Authority put the ideal temperature of an office at between 22.5 deg C and 25.5 deg C.
‘We recommend setting indoor temperatures at the higher end of this range to avoid overcooling and wastage of energy,’ said the NEA spokesman.
In fact, a 2004 study by Cornell University in the United States showed that warmer workers worked better. When the temperature was raised from 19 deg C to 25 deg C, typing errors fell by 44 per cent and output jumped by 150 per cent.
Raising temperatures is not an original idea.
Japan, through its ‘Cool Biz’ campaign, has been setting government office temperatures in summer at a sweltering 28 deg C for the past two years.
Workers are urged to shed their bulky coats and ties and come to work in short-sleeved shirts.
The prime minister at the time, Mr Junichiro Koizumi, took the lead - by appearing in public decked in cheery Hawaiian shirts.
Hong Kong, taking a leaf out of Japan’s book, has also launched its own ‘Dress Down in Summer’ campaign to reduce air-conditioner usage during the hottest season of the year.
Government offices in Malaysia have also been encouraged to set office temperatures 1 deg C higher to lower energy usage.
In the light of rising electricity costs - Singapore Power recently announced a 6 per cent rise in tariffs - will it be Singapore’s turn soon?
A spokesman says although there is no concrete plan for campaigns like Japan’s and Hong Kong’s, the NEA is ’strongly recommending that temperatures in offices be raised’ in order to save energy.

Merrill may sell another ‘big’ stake to sovereign funds
LONDON - MERRILL Lynch is in talks to sell another ‘big’ stake to Chinese and Middle Eastern sovereign wealth funds to raise capital, the Observer has reported, citing London and New York sources it did not identify.
The US$4.4 billion (S$6.4 billion) raised by sale of stock to Singapore’s Temasek Holdings on Dec 24 was not enough, the London paper cited a person in the United States as saying.
The source added that the possibility of exploring a merger with another banking group had not been ruled out but was considered ‘an extreme scenario’.
‘Everything is on the table,’ he was quoted as saying.
Fears are mounting that Merrill Lynch will be forced to write down another US$10 billion to US$15 billion worth of assets linked to risky sub-prime mortgages when it reports financial results next month. It revealed a US$7.9 billion write-down last month.
Under strict new accounting rules enforced in 2004 by the US Securities and Exchange Commission, Wall Street banks are required to have certain levels of liquidity to match their obligations.
This has prompted the likes of Merrill Lynch, Citigroup and UBS to seek large cash injections from foreign investors amid the worsening credit crunch.
The Government of Singapore Investment Corporation (GIC) agreed earlier this month to pay 11 billion Swiss francs (S$14 billion) for a 9 per cent stake in UBS, which would make GIC the bank’s biggest shareholder.
Mr Lim Siong Guan, GIC’s managing director, told Swiss Sunday newspaper SonntagsBlick that the manager of Singapore’s foreign reserves was not seeking control over UBS’ business strategy.
‘We’re asking for no control over the business activity of the bank,’ he told the paper. ‘We are a long term-minded financial investor that is guided only by commercial considerations.’

Singapore Koh Brothers buys out Brothers (Holdings) in construction venture
$18.97m deal follows share swap between Koh sibilings in January

KOH Brothers Group and Brothers (Holdings) are terminating their deal over joint venture Construction Consortium.
The companies said separately over the weekend that Construction Consortium would become a wholly owned subsidiary of Koh Brothers.
Brothers (Holdings) agreed last Friday to sell its 46.58 per cent stake in the venture to its partner for $18.97 million. It said that the proposed disposal would strengthen its overall financial position - about $99 million of securities (including performance bonds, corporate guarantees and indemnities) that it furnished in support of Construction Consortium’s contractual and financial obligations with third parties will be assumed by Koh Brothers.
Construction Consortium undertakes building and civil engineering construction contracts for both public and private sectors and is also involved in the production of ready-mix concrete and cement as well as rental of concrete pumps.
Koh Brothers said that Construction Consortium accounted for 30.37 per cent of pre-tax profit for the year ended Dec 31, 2006.
As at Dec 15, 2007, the venture’s construction order book stood at some $848.1 million for projects in Singapore, of which $312.8 million is still to be recognised.
Koh Brothers is bullish on the sector, citing Building & Construction Authority data that actual construction demand for the first 10 months of the year reached $18.5 billion and that it is likely to carry over into 2008 and 2009.
The latest deal follows a share swap between Koh siblings in January, under which Koh Brothers aims to focus on its construction and property business in Singapore.
Koh Brothers founder and chairman Koh Tiat Meng, and his wife, acquired 6.72 per cent of the company from Mr Koh’s brother, Tiak Chye.
In return, they transferred 12.67 per cent of Brothers Holdings to him.
Mr Koh Tiak Chye also stepped down as chief executive officer and managing director of Koh Brothers and resigned as director in the company’s subsidiaries and associate companies - except for those related to Construction Consortium.
This is so that he can focus on his commitments in Brothers (Holdings), particularly the company’s real estate business in China.

Singapore a hub for business intelligence firms
Presence of regional HQs here a draw for growing consultancy and research services industry

(SINGAPORE) Business intelligence (BI) activity in Singapore is heating up as the Republic plays host to a growing pool of firms that provide market research and BI services.

To date, the firms that have a presence here include UK-based Kadence International Business Research, Springboard Research, Canalys and InDeed Strategy into Action Consultancy.
Earlier this year, Fusion Consulting chose Singapore as the test market for Intelligence Plaza - an online Asia-Pacific market monitoring system, originally developed by Novintel Oy in Finland.
According to Fusion, some 90 per cent of the major regional headquarters here now conduct market monitoring activities, and most multinational corporations seek information like competitor and industry intelligence, as well as customer intelligence such as market research.
The primary users are often the top management, ‘particularly those in strategic planning, marketing and business development roles’, said Fusion director Peter Read.
Market players told BT that Singapore is a favourable base for market intelligence in Asia, due to the extensive sources of public information like libraries and government agencies such as IE Singapore.
Kadence, which set up an office here in 2004, told BT that the city-state stood out for the many corporate HQs here ‘that commission such work regionally’, said regional managing director Piers Lee. Also, ‘there is a high standard of English here, plus a multitude of Asian languages that facilitate undertaking regional business intelligence studies’.
The firm conducts market analysis and customer surveys, advising clients with market entry strategies, product development, client management and corporate communications.
In an interview, Springboard chief operating officer Chris Perrine said that many Asian corporates are still new to using business intelligence, unlike in United States where its use is common.
‘Often, we see that business intelligence is initially used to serve the needs of senior managers, who want to get the big picture view, and BI helps to bring this data together for them in the way of dashboards, reports, insight, and data to do further analysis.’
Rising demand for business intelligence has fuelled the demand for individuals with expertise in the area, as well as companies that provide consultation and BI services in Asia.
‘These companies typically work with the big BI vendors like Cognos, (bought over by IBM), Business Objects (recently acquired by SAP), and Hyperion (acquired by Oracle) and they are typically based in Singapore - further fuelling this ecosystem and making Singapore a smart place to be if you are focused on BI in Asia,’ Mr Perrine added.
Based on estimates from Gartner, the BI market in Asia-Pacific is expected to grow at an annual rate of 14.4 per cent from 2005 to 2010, compared to the worldwide growth of 9.5 per cent.
At DHL Express’s Asia-Pacific headquarters, its strategy development group is working with Fusion to implement the Intelligence Plaza system for its regional business.
The aim is to assist some 100 or so managers to monitor industry trends, competitor activities and customer developments across 17 countries on a daily, weekly and monthly basis.
Senior vice-president Greg Tanner pointed out that Asia is a high-growth region, where the business environment and customers’ requirements are constantly changing. He said: ‘To keep up with the market and even go beyond that to maintain our competitive position, we need a market monitoring system that can complement our existing issue-driven research and analysis.
‘The Intelligence Plaza gives us something very close to real time access to the latest news that is relevant to our business, and, critically, empowers our decision makers by allowing them to access the information directly.’
Since 1999, DHL has invested over $140 million in Singapore, where it hosts its Asia-Pacific regional office, and has most recently opened the $9 million eXpo Service Centre@Changi South, that now handles more than 240,000 shipments per month.
Trends that market watchers see emerging include a growing number of niche service providers and Singapore’s diminished role in the longer term.
Mr Lee at Kadence notes that larger consultancy and market research firms have traditionally dominated the sector, ‘but there are now more small boutique firms that broke away from bigger players to offer more specialised and client-focused services’.
At Springboard, Mr Perrine outlined the current consolidation trend in the sector, which he feels, will lead to increased take-up of BI as the larger IT vendors start to market their services aggressively.
‘Take Cognos, for example. It made sense for the firm to focus on Singapore, which is a regional hub, as Cognos was then a smaller vendor with a more limited Asia footprint.
‘But with its pending acquisition by IBM, it is now able to take advantage of the existing IBM infrastructure, channels, and network in Asia and Singapore will lessen in importance long term. You will see more of this as the use of BI becomes more widespread and expands out from the regional headquarters.’

Good bonus for banks’ top sectors - Singapore
Sub-prime may not hit Asia-Pac staff badly

(SINGAPORE) UBS chairman Marcel Ospel and Morgan Stanley chief executive John Mack have given up their 2007 bonus but those lower down the food chain should still be getting theirs, provided their sectors have done well.
Bonuses are on the cards for investment bank employees in Singapore and the region because growth in Asia-Pacific revenue and income in 2007 hit record levels and the banks would want to retain their good performers.
In fact, employees in Singapore and the Asia-Pacific of some of the world’s biggest banks that have reported losses running into tens of billions of US dollars, with more expected next quarter, are likely to enjoy relatively good bonuses.
That’s because growth in Asia-Pacific revenue and income for these global financial institutions in 2007 hit record levels and they would want to retain their good performers.
One investment banker said that people forget in the midst of the screaming headlines of US mortgage losses that many departments in banks made record profits.
Investment banks including Merrill Lynch, Morgan Stanley, Lehman Brothers and Deutsche Bank are expecting to pay higher bonus despite writedowns in sub-prime mortgages, he said. ‘Many departments in banks made record profits. The only bad performers are credit trading,’ he added.
Still, there are many who think bonuses would be moderated somewhat by what has happened in New York, Geneva or London. There is also a desperate need to preserve cash.
Said Rachel Lin, UBS Singapore spokeswoman: ‘As a policy, we do not discuss compensation. However, what we can say is that our bonus payout in Singapore, as elsewhere, is based on individual as well as overall business performance.
‘In this regard, Asia-Pacific will be less impacted than other regions by the sub-prime and liquidity issues. In fact, many of our businesses have done exceptionally well and that performance will be recognised accordingly,’ said Ms Lin.
UBS has also earlier said that a greater portion of bonus will be in stock.
Mr Ospel said this month that he didn’t ‘expect or want’ a bonus for 2007. UBS announced further writedowns of around US$10 billion this month, bringing the total to around US$14 billion and making it one of the most prominent victims of the credit crisis among banks so far. It sold a 9 per cent stake to the Government of Singapore Investment Corporation (GIC), and a smaller stake to an investor from the Middle East - identified by the Financial Times as Saudi Arabian - to help shore up capital.
UBS had a banner year in Asia for 2007. It topped the league table for mergers and acquisitions. In Singapore, UBS raised more money in the initial public offer market than any of its competitors, according to Dealogic.
It was a similar story for its wealth management business. UBS is the largest private bank in Asia and its invested assets doubled in the past two years to 203 billion Swiss francs (S$260 billion) as at end-September.
Although Morgan Stanley posted a US$3.6 billion fourth-quarter loss last week, staff had a merry Christmas after they were paid their bonus. Their chief executive and chairman John Mack had said that he would not accept a 2007 bonus following a US$5 billion capital infusion from China Investment Corporation.
‘I got a better bonus too,’ said one Morgan Stanley executive based in Hong Kong. He was comparing his bonus with what he got last year when he was with another Wall Street bulge-bracket firm.
‘It depends on performance still,’ he said.
At Citigroup offices in Singapore, the chatter is all about how much their bonus might be impacted by the group’s hefty writedowns despite record results in the Asia-Pacific.
‘Through December, CEOs for the different businesses and country heads for the region have in their internal e-mails highlighted what a great year we’ve had,’ said a Citi source.
Business performance in consumer banking, private banking and corporate and investment banking are hitting record numbers, he said. ‘People are definitely wondering what’s the impact on bonus; it’s natural speculation, we’re keeping our fingers crossed.’
Citi Singapore typically pays bonuses just before Chinese New Year, which falls on Feb 7 next year.
‘As always, Citi will announce year-end bonuses for staff early in the new year. There are many variables that determine the bonuses of an individual and they are designed to reward performance competitively based on individual and business results. Practically all our core businesses in Asia delivered excellent performance in 2007,’ said Adam Rahman, director and head of corporate affairs at Citi Singapore.
Citi said in November that it faced up to US$11 billion in fourth-quarter losses tied to mortgage investments. The company reported US$6.4 billion in third-quarter writedowns and could face more losses from home loans and credit cards.
In November, Citi sold a US$7.5 billion stake to Abu Dhabi to shore up its capital base.
There’s speculation that Citi may slash dividend by 40 per cent to preserve capital. Reports also say that under new chief executive Vikram Pandit, Citi may cut 20,000 jobs and sell non-core businesses.
As for the three local banks, staff wanting to know their 2007 bonus will have to wait at least another two months as they typically report full-year results in the second half of the first quarter.
DBS Group, United Overseas Bank and OCBC Bank have reported third-quarter net profits that were 10-14 per cent lower than a year ago.
