Countries that let currency strengthen will be better off

(SINGAPORE) Inflation poses a bigger and more immediate threat to countries in Asia than a US economic recession, said a senior equity strategist.
Emerging-market countries that allow their currencies to strengthen in the next 12 months are more likely to see sustained economic growth and escape runaway price inflation later, said Adrian Mowat, chief Asian and emerging-market equity strategist for JPMorgan, in an interview with BT last week.

The JPMorgan view is that there is a roughly one-in-three chance of a brief recession in the United States, with the economy shrinking in the first six months of 2008, then recovering in the second half.

But the economies in Asia have been growing strongly despite weaker demand from the US, where economic growth has been slowing for some time now, he pointed out.

‘I think the real issue for our economies is that they’re growing very rapidly. And if there’s a concern it should be about price stability and inflation.’

So far, central banks in Asia have tended to keep their currencies relatively weak, intervening in order to prevent rapid appreciation, he said.

‘But as we go into 2008, you’ve got the Fed (the US Federal Reserve) cutting interest rates . . . yet we need to push up interest rates to deal with our rapid growth.’
The combination of lower interest rates in the US and higher interest rates and rising price inflation in emerging markets will put greater pressure on central banks in Asia to allow their currencies to strengthen further, he said.

His advice to investors is to favour stocks in markets with strengthening currencies - for now, mainly the Asean countries, mainland China and Hong Kong - as these are more likely to maintain rapid economic growth for longer.

In Singapore, JPMorgan estimates that the Straits Times Index of blue-chip stocks could reach 4,800 points by the end of next year, about 40 per cent above its current level.

Countries which continue to keep their currencies weak would likely see domestic asset prices rising faster in the near term - generating high returns to investors in those assets - but those countries ‘ultimately will end up with an inflation problem that will require higher interest rates and a reduction in growth’, he said.

Others, including senior economists, have also warned that rising price inflation is fast becoming a major risk in emerging markets due to surging food, oil and asset prices.

Philip Poole, HSBC’s chief emerging markets economist, told BT last month that he expects governments and central banks in these countries to step up their fight against inflation, and that investors in emerging market currencies, stocks, commodities and property stand to benefit from the inflationary pressures and the likely policy response in the near future.

Here, too, the latest indicators suggest that inflation is on the rise. According to official data released on Friday, the consumer price index in October rose 3.6 per cent from a year ago, the fastest year-on-year increase in the monthly indicator of consumer price changes since August 1991.

The Monetary Authority of Singapore said last month in its twice-yearly monetary policy statement that it would allow the Sing dollar to strengthen at a slightly faster pace than before to curb inflationary pressures, while maintaining its long-standing official policy of allowing a ‘modest and gradual appreciation’ of the currency.

S’pore working with Cambodia to fly bodies of five Singaporeans home

SINGAPORE : Singapore officials in Phnom Penh, Cambodia, are working with family members and the Cambodian authorities on the repatriation of the bodies of the five men who died in a dragon boat accident at the Tonle Sap River on Friday.
At this point, it is still not clear when the bodies will be brought home.

Channel NewsAsia understands that the authorities are exploring the possibility of transporting the bodies home through non—commercial flights.

Some family members of the five men have said they want to go to the site of the accident to perform some rites or offer prayers before they head home.

The bodies of the five men were found on Sunday morning, two days after their dragon boat capsized in the annual Cambodia—ASEAN Traditional Boat Race.

The body of Chee Wei Cheng was found first at about 7.50 on Sunday morning, followed by that of Jeremy Goh near to the accident area.

The bodies of Stephen Loh, Poh Boon San and Reuben Kee were washed further downstream a few kilometres away, and were found near a small island off the Tonle Sap River, in the late morning the same day.

All were found by Cambodians.

Meanwhile, the family members were visibly distressed and distraught when they came to identify the bodies of the five men at the mortuary of Calmette Hospital in Phnom Penh.

Parents and siblings of the men broke down several times especially after they had to identify their loved ones.

One mother did not want to see her son’s body, so she wouldn’t have to remember him that way.

Counsellors from Singapore were on hand to help them overcome their grief and come to grips with the grim reality.

The families of the dead men all said they were very passionate and avid sportsmen.

Rower Stephen Loh’s father, 64—year—old Victor Loh, said his son even gave up an engineering career to pursue his love for sports.

Stephen, the second in the family of three boys, was a Physical Education teacher at National Junior College.

The elder Mr Loh said his son had plans to take up sports science, describing his son as “very focussed.”

The brother of Jeremy Goh, who did not want to be named, said his brother enjoyed the team spirit that dragon boating offered.

He also described his brother as a very caring and good brother.

The rest of the team’s 17 rowers are expected to leave Cambodia for Singapore on Monday morning.

Singapore Property may be big gainer as real interest rates plunge

Mounting inflation makes it tempting to borrow, but things may change in the long run

(SINGAPORE) Rising inflation may be starting to worry policymakers and the man on the street, but it has had an interesting side effect. It has pushed down the real interest rate dramatically and is expected to drive the property market as buyers and borrowers take on more mortgages, which are costing them very little in real terms.
In fact, real interest rates - which a borrower pays after inflation has been factored in - have fallen sharply as prices climb and could turn negative early next year when inflation is projected to hit a high of 5 per cent, economists said.

Some of the biggest companies - which borrow at wholesale rates - are already enjoying negative interest rates, as inflation since September has risen above the key three-month interbank rate.

Inflation in September was 2.7 per cent but the three-month Sibor or Singapore interbank offer rate was around 2.5 per cent, so real interest rates are in negative territory, according to United Overseas Bank economist Suan Teck Kin.

‘It’s bad for the depositor,’ said Mr Suan.

As OCBC’s Selena Ling put it: ‘There is no free lunch - our savings are also likely fetching a very low if not negative real return currently (calculated by subtracting the inflation rate from the nominal interest rates). The savings rate is about 0.25 per cent, while the 12-month fixed deposit rate is about 0.83 per cent.

But for borrowers, the effect is positive.

‘High inflation is beneficial to the borrower,’ said Standard Chartered Bank economist Alvin Liew. If you borrow $1 now, it will be worth less when you return it in two years.

Inflation jumped to 3.6 per cent in October, the highest since 1991, the Department of Statistics said last week. It is likely that the Monetary Authority of Singapore (MAS) will let the currency appreciate faster to dampen consumer price gains. This, in turn, will lead to more funds flowing to Singapore from investors betting on currency gains, which will keep the pressure on our already low interest rates.

While the three-month interbank rate is expected to remain around 2.5 per cent until the end of this year, some economists expected it to fall to as low as 2.1 per cent early next year before recovering to 2.5 per cent later. Home loan rates typically range from 3 to 4 per cent.

Generally, low interest rates fuel stock market activity. But with people feeling jittery about equities, economists said that many could turn to property to earn higher returns, because putting it on deposit is a ‘losing’ proposition.

Mr Liew pointed out that Singaporeans will have quite a lot of excess cash next year. Recent reports have said that en bloc sales will result in $6 billion swishing around in sellers’ accounts then.

‘One of the key things about high inflation and low interest rates - from an economist’s point of view - is that it will keep the property market robust for the next 12 months,’ he said.

With low interest rates, mortgage credit is cheap and will support the property market, said Citi economist Chua Hak Bin.

Real mortgage rates are probably only slightly positive now, about 0.5-1.0 per cent, compared with about 2-3 per cent three years ago, Dr Chua said. ‘Low real mortgage rates encourage leverage and may drive property prices higher.’

And if the US cuts interest rates aggressively, it may fuel asset inflation, he added.

Citi’s US economics team expects another 100 basis points cut, taking the US federal funds rate down to about 3.5 per cent by the end of Q3 2008, he said.

But all three economists cautioned against over-leveraging given the clouded economic outlook, and they expected inflation to moderate in 2009.

‘Debt servicing/repayment ability as well as degree of leverage of the borrower should be considered together when determining how much one should borrow,’ said Mr Suan. ‘Real interest rate may not be the sole criterion.’

The government is also watching the property market closely, he noted.

DBS Bank spokeswoman Karen Ngui said: ‘Consumers should be mindful that home loans are a long-term commitment and should not just consider the immediate interest rate outlook.’

Cambodia’s Water Festival regarded as top attraction

PHNOM PENH - EVERY November, Cambodia stops and millions of people pour into the capital to view an ancient celebration marking the end of the monsoon rains.
Hundreds of brilliantly painted dragon boats take to the waters of the Tonle Sap river for the Water Festival, or Bon Om Tuk - a carnival which Cambodians regard as a national treasure.

Recently, Cambodia has increasingly tried to take the festival to the world.

When it advertised for the first time on CNN in a recent tourism push, the festival was highlighted as a top attraction.

This year, it also issued invitations to fellow Asean members to attend and share in one of its proudest celebrations.

King Norodom Sihamoni - regarded as a living god by many Cambodians - hosts the festival, and the country’s top dignitaries fall over each other to pay thousands of dollars for top-of-the-line dragon boats in an attempt to win prestige and admiration - albeit little prize money.

Boat racers and their families throng the capital in brightly coloured uniforms, and millions of ordinary Cambodians make the sometimes once-in-a-lifetime trip to the city, mingling with tourists from around the world.

‘This year, we had two million people visit the capital on each of the three days of racing,’ said an official from the Water Festival organising committee. ‘There were 432 boats racing.’

But this year was different. Five young Singaporeans died, and there was national despair that such a sacred festival could suffer such a tragedy.

‘Every year, a handful of boats sink,’ said veteran Cambodian journalist Khieu Kola. ‘This year four boats sank. But… it claimed five lives… We can’t remember the last time anyone died during the races. It is terrible news for everyone.’

The fast-flowing Tonle Sap river springs from the sacred Tonle Sap lake, the largest inland freshwater lake in the region.

The lake and its river systems provide much of the fish that is the staple source of protein for Cambodians, as well as fertilising vast hectares of rice paddies with its flood-waters.

When the monsoon rains arrive, the Tonle Sap river flows north into its parent lake, breaking its banks in some places and providing fertile flood plains.

But at the monsoon’s peak, just before the rice-planting season, the river reverses its flow as the engorged lake expels flood waters rich in alluvial soils, and the freshly fertile flood plains are revealed, ready for planting.

The Tonle Sap is said to be the only river in the world to flow in two directions.

From its beginnings, it meanders through the heart of the country and forms the main promenade in the capital Phnom Penh, bustling with shops and restaurants.

Tourists going by river to the ancient Angkor Wat temple complex 400km north must navigate the Tonle Sap, but thousands more cruise its deceptively calm-looking brown waters - waters which hide fierce currents - every year for pleasure.

At the end of the stretch of river that flows past the capital, the Tonle Sap meets the Mekong and Tonle Bassac in a three-way confluence of waterways in a churning mass of currents prone to whirlpools and downward rips.

It was in this area that the bodies of the five Singaporeans were finally found by fishermen who know these treacherous waters best.

The festival’s technical committee chairman Bou Chum Serey said it was impossible to express how mortified organisers and ordinary Cambodians were about the loss of the young Singaporean paddlers.

‘How can I express it? All I can say is that we regret this so very, very much,’ he said.

Family, friends remember dead paddlers

The five sports enthusiasts who drowned in Cambodia will be sadly missed by those close to them

NATIONAL dragon boater Jeremy Goh, who has loved dragon boat racing since his teens, was a self-described joker.
‘Making people laugh is what I do best,’ the 24-year-old wrote of himself on the social networking site Friendster.

Indeed, this is how his friends remember him and what they will miss most about him.

They say he dished out humour to those he knew, and was easy-going and chatty. He smiled easily, readily and generously, and endeared himself to many.

His classmate and fellow SIM University (UniSIM) dragon boater Aaron Ang, 25, said: ‘He was always making people laugh. After our training, during lunch or dinner, he would always be the centre of attention, always cracking jokes among the teammates.’

Mr Goh was a second-year student at UniSIM, pursuing a three-year UniSIM-University of London undergraduate programme in business.

Mr Ang recalled how Mr Goh’s infectious ‘can-do’ spirit was once central to lifting the spirits of the team, when members were nervous before a race.

It was in June this year, and the UniSIM dragon boat team was preparing for its debut in the Prime Minister’s Cup Challenge.

Mr Ang, the UniSIM team captain, said: ‘Everyone was uptight. Jeremy told everyone: ‘Don’t be nervous. Doing sports is to feel good about yourself and to have fun.’ What he did was to keep everyone calm.’

The joker and motivator also had a steely side. On his page on Friendster, he wrote of himself: ‘Committed in whatever I do. ‘Never say die’ attitude.’

His tagline there reads: ‘Remove obstacles at all cost’. Such a mantra probably gave him the drive to pursue his many interests.

Mr Ang said: ‘He was juggling the school team, the national team, studies and work. He would even train when exams were near and still be able to cope well with his studies.’

Mr Goh worked part-time as an administrative assistant at the Singapore Sports Council, yet also found time for other watersports, motocross biking and photography.

Tributes to him have started pouring onto his Friendster webpage. One read:

‘Your bubbly ways and laughter, your cheekiness and childishness, your charm and wit, your love for life and the way you lived it, were true to your style till the end. You died doing what you loved and in that, I take some consolation.’

His family remembers him as a loving and filial son.

Said his brother Goh Tze Hong, 27: ‘He often stayed at home in the evenings with my mother. I work late and my father, who has his own business, also works late. Jeremy volunteered to stay at home and did it willingly.’

He added that outside the home, his younger brother enjoyed being with people, and was active in the Singapore Armed Forces Sports Association (Safsa) dragon boating team.

The older Mr Goh said: ‘I think what he enjoyed most was the team spirit and camaraderie. He also liked to maintain his health so he was physically active.’

PHNOM PENH - BREAKFAST was over when the first call came to the Palm View Cafe at the Phnom Penh Hotel saying a body had been found.
For the families of the five young men missing since Friday, this marked the start of a Sunday full of sorrow and tears.

Heading for the Tonle Sap after 8.30am meant heading into the throng arriving for Day 3 of the annual river races - the last day - that were about to start.

Security guard Thai Sitha, 20, said he had seen a fisherman’s boat bringing in a body earlier, with a navy boat alongside it.

A local eyewitness, Mr Thim Chanthal, 42, said: ‘The body was in a white T-shirt with a thick red stripe and black shorts. The boy looked like he was in his 20s and sporting a crew cut.’

He said the body had been placed in an ambulance.

It was taken to the Calmette Hospital where, at 10.30am, heart-rending wails could be heard coming from a canopied area outside the mortuary.

The mother and brother of 20-year-old full-time national serviceman Chee Wei Cheng had just identified his body.

His body was the first to be found at 7.50am.

Soon after, the body of Mr Jeremy Goh Tze Xiang, 24, was found.

‘We were prepared for the worst since we arrived last night,’ said his grief-stricken elder brother Goh Tze Hong, 27, who had travelled to Cambodia with his father. Both men wept quietly.

Shortly after 11am, the ambulance sirens signalled that another body had been recovered.

This time, it was National Junior College teacher Stephen Loh, 31. Soon after, the body of Mr Poh Boon San, 27, was taken to the hospital.

The last to be taken in was the body of music composer and model Reuben Kee, 23, who was Mr World Singapore 2006.

The Singapore Dragon Boat Association president, Rear-Admiral (Retired) Kwek Siew Jin, dragon boat team captain Yeo Chin Hwei and the team manager entered the area where the bodies were kept. There was not a dry eye among them when they emerged.

At 12.30pm, a number of Cambodian officials arrived with wreaths. Together with Singapore Ambassador Tan Yee Woan and dragon boat association members, they lit joss sticks and paid their respects to the dead.

In the afternoon, Mr Victor Loh, 62, and his wife, Cathy, 59, came to identify the body of their son Stephen.

Mr Loh told his wife: ‘You don’t go in. You don’t see him.’

Then came Mr Poh’s elder brother, Mr Poh Boon Nam, who viewed the body and came out in tears shouting: ‘Why did you persist when I asked you not to go?’

Last to arrive were the parents of Mr Kee. His mother had to be supported by two women, while his father leaned on RADM Kwek while making their way to view the body.

By mid-afternoon, all the family members were back in their hotel. Now came the time to make arrangements for the final rites and decide how to take their sons home.

Bodies of dragon boat paddlers recovered

The five were found after 40-hour search; families question how accident happened

TEN minutes before 8am yesterday, the river gave up its first victim.
Fishermen trawling the waters of Cambodia’s Tonle Sap found the body of Mr Chee Wei Cheng, 20, washed up on an island a few kilometres south of where his dragon boat had capsized on Friday.

In the end, after divers had searched for nearly 40 hours, the river discharged all five missing young men in less than four hours.

By noon, all had been recovered: first Mr Chee, then Mr Jeremy Goh Tze Xiong, 24; Mr Stephen Loh Soon Ann, 31; Mr Poh Boon San, 27; and last of all, Mr Reuben Kee En Rui, 23.

The national dragon boaters were still in their team shirts and shorts, now the colour of the muddy river.

Their bodies were spotted floating downstream from the accident site, said police officer Mom Sitha, a member of the search team.

Local fishermen had been enlisted to help as they knew the rips and currents of the area intimately, Phnom Penh Municipal Police Chief Touch Naruth told The Straits Times.

The search site included the confluence of three rivers, the Tonle Bassac, the Mekong and the Tonle Sap, which is prone to strong rips and whirlpools and very hard to navigate by boat - let alone swim.

Mr Touch Naruth said: ‘The bodies were found over an area from Hun Sen Park to Koh Pich Island. They were in good condition. They were not marked in any way, so it appears the paddlers were caught in the current and simply drowned.’

A sixth body was also found, that of a Cambodian rower whose boat had also capsized on Friday, said Mr Nhim Vanda, vice-president of the National Committee for Disaster Management.

For the families of the Singapore paddlers, dread became grief as they grappled with their losses and asked how the tragedy happened.

One by one, relatives and team captain Yeo Chin Hwei were led to the Calmette Hospital morgue to identify their loved ones.

The rest of the team stayed in their hotel, devastated by the deaths of their team-mates.

Every year, boat races are held in the Cambodian capital’s Water Festival to mark the period when the Tonle Sap river reverses its flow back towards its lake source.

This was the first time that international teams had been invited to take part in the three-day festival, which ended yesterday.

The carnival atmosphere turned grim on Friday afternoon when a freak wave apparently overturned the Singapore boat as it docked.

Seventeen of the 22-strong Singapore team were already ashore or pulled from the water safely. Only the five, believed to have been sitting near the bow of the 500kg boat, could not be found.

About 150 Cambodian navy sailors and fishermen, joined by seven divers and a medic from Singapore, searched the river at the weekend for the missing men.

Questions continued to be asked about whether they should have been wearing life jackets, which is not required by the International Dragon Boat Federation.

The decision not to wear life jackets was made by the team, which had been training on the river since their arrival, said the president of the Singapore Dragon Boat Association, Rear-Admiral (Retired) Kwek Siew Jin.

‘As a team, they elected not to wear life vests because they wanted to row faster and better, and they felt that conditions were benign enough for them not to have to,’ he said.

‘On hindsight, we can say that it was the wrong decision.’

But he added that it was no one’s fault as the team were all experienced paddlers.

He said an investigation would be carried out to see whether anything could have saved the situation, and that the team would wear life jackets in all competitions from now on.

Cambodian King Norodom Sihamoni presented a special honour prize to the Singapore team yesterday.

The team returns home today; discussions are going on with the bereaved families on bringing the bodies home.

They are distraught, but starting to accept the fact that their loved ones are gone, said Dr Lam Pin Min, the senior vice-president of the dragon boat association.

Meanwhile, Mr Goh Tze Hong, 27, the older brother of victim Jeremy Goh, found his brother’s digital camera among his belongings.

It contained happy pictures of the team taken earlier on the trip.
